Washington, October 18, 1909.

From a conversation which I had with the Assistant Secretary of State to-day I gather that speedy settlement of Chinese railway loan is earnestly desired by United States Government, as they fear that the Manchurian Railway scheme, which they consider far more important, and regarding which a telegram has been recently sent to United States Ambassador in London, may be endangered by a continuance of the

present difficulties.

Mr. Huntington Wilson further stated that the Manchurian Railway question had been up to the present considered very confidential, but that owing to an indiscretion in Peking had become known to the public.
